Unfortunately, it can not be used Ctrl+Alt+ MouseWheel function at the moment. 
You can set the wheel function as mouse wheel to replace the mouse while using "Ctrl+Alt” with keyboard

I need CTRL+ALT+M. Holding down control and alt I can get CTRL+ALT, but when I also hold down M, nothing happens. How can I add a CTRL+ALT+M command?

Not sure what you mean,

Do you mean you cannot get the combination correcting when you tried to set it to CTRL + ALT+ M?

Normally it will work with you press CTRL + ALT + M all at the same time,

Or you can try input M, then use your mouse to select CTRL and ALT. That works too
